Neither, in order of category is best. Lunch, Dinner, Breakfast, beverages, etc. From there, by price is best

Errrrr...after reading your question I find I am getting very confused! Why on earth does it matter what way the menu is written? Generally the menu starts with the cheapest options and then gradually increases, and if it's a decent restaurant the food is categorised into each section...i.e. fish, meat, poultry etc......
