The wiki article on the song says it was written by Edythe Wayne and Ron Dunbar the song was offered to Payne.
It was covered later by Belinda Carlisle and Bonnie Tyler.

Belinda Carlisle, Freda Payne, and Mel Carter had songs named "Band of Gold." I'm not sure if they are the same songs.
