on the plus side... he believes it makes him look intellectual and enjoys stroking it. and for some reason seems to like it

on the negative side... it itches me, looks scruffy and tufty and makes him look like a vagrant. and furthermore its quite ginger

My fiance is in the marines, so he can't have facial hair... but I love it when he is home for a few weeks and doesn't shave for a couple days. He has red hair and it's not thick and rough and gross. So I like it, but not when its a lot. Because its not thick and rough it doesn't itch me.
But, in your case I would have him shave it! I hate thick facial hair, and if it itches you then it should go.

It looks like you would rather he shave that beard off. Tell him not to get a beard. The stubbles and beard will only make you itchy when you rub his cheek. Yuck!

He lives with it 24/7 you only visit it from time to time. If he enjoys it, it should stay.

Maybe just trim it down to a goatee or chin strap- but keep it trimmed and neat looking

if he lets it grow long enough, it should soften up a bit and be a little less scratchy. I say keep it. I've had mine for years and can't imagine myself without it.
Get him a beard trimmer and make him keep it neat and trimmed.

I was going to say is it scratchy to you? Does it look sexy to you? If scratchy it should go. If sexy it should stay.Does he look unintellectual without it ? So compromise let him keep the part on the chin. if not, off she goes.
