I'm sure what she is doing is against your contract but you will have to check, I was in exactly the same situation as you with 3 month old baby.
Our landlord was in financial trouble (we used to get his demands from all the people he owed money to)
In the end we just got one of the plumbers to do the work, and gave him the landlords address. He refused to pay but we threatened him with going to the local papers and as he was a police officer i would look bad allowing a young family with a baby freeze.
Of course we never wanted it to come to that but we had no choice

It is HER job to ring around and get price quotes. Being a property owner with the intention of renting to outside parties entails a great deal of responsibility.
She was probably doing an ok job until a problem came along.
If you are in the UK, explain to her that you cannot pay her rent until she holds up her end of the agreement. If it is in the tenancy agreement that the heating and water is included in the rent, then she must abide by the agreement.
If she balks at this, then inform her that your only choice is to speak to your local council. They are very helpful when it comes to landlord / tenant disputes.
This doesn't have to be a problem unless you want it to be.

It's hard to give absolute specifics without knowing what state you're in. But the basic steps are: Give her written notice with a certain time to fix the problem. If the problem is not fixed, you need to file a rent escrow form with the district court and then deposit rent with the court into the escrow account.
Do NOT simply not pay or put the rent into a seperate bank account. If you do that, she now has grounds to evict you for non-payment.

I was in this situation last year where our landlord was on vacation for two weeks and knew our heat was out in the middle of December. I called the housing authority which did nothing. However I was told to call the Fire Dept to inspect the heating unit for a prospective "fire hazard". I left a voice mail for our landlord that I was informed to call them and within 5 minutes we had a heating contractor at our door. I don't know if this works where you live but I guess it does in CT.

she has to pay as it is her house ur only renting it!!!! she has to keep up to the upkeep and the condition of the house as long as you pay the rent if u go to the citezens advise beura they will tell you the same get it fixed send her the bill or you pay it and miss the rent till you have your money back you will find that the law is on ur side tell her this and she will get it done she cannot kick you out she has to give a reason and 6 months before u can move anyway hope this helps

well several things call the community housing athorities or welfair offices they can tell u numbers to contact also hold your rent money for she is respnseble to see the place has addiquate heat also call the building permit office to see if she is licencs to rent if required also keep all your notes and reciets that you use that is spent on this problem

In most cities there is a ombudsmen for renters. Leaving one without heating is a major NO_NO. Contact the ombudsem !!!! NOW

if you can go to relatives or freinds she might start thinking
