The kit is a large plastic sheet (20X30feet) laid over plastic pipe frame. You fill it with a few inches of water and the cold of winter is supposed to make it freeze. But it is never cold enough so it is mostly water with a ittle ice. Are there off-the shelf systems that could be used to freeze it? I could possibly build a unit if the proper equipment is available. It would need to run on a standard 120V outlet.

Yep there is a unit that can freeze ice rinks from beneath. The smallest I have seen is around 10' x 10' and costs upwards of 30k. Best just to wait until the winter kicks in.

I'm pretty sure whatever science fiction alien invention you are looking for to freeze over an entire ice rink using a 120V outlet is not going to be found 1) in Target, or 2) on this earth for under 4 million dollars.

Oh, also,I am looking for a generator that will supply 23,000 start up watts and 18,000 running watts and that runs on organic compost. I need to get it for under $29.99. If you hear of any let me know.

Most of the portable units I've seen for freezing a rink run off a generator. I would bet that unless you have lots of money to throw at this thing, you will not want to try to do any artificial cooling.
