No you will need to put in the prefix 00353 and drop the 0 from the mobile number and then complete the rest of the number ....but this would only be from an irish mobile number to another irish number! Ifyou are calling a friend with an english mobile number then just dial as per normal if your phone is with an english mobile provider.

As the ROI is not a part of the UK, you have to use the prefix for the country even with & to mobile phones. I have to when phoning Austria mobiles. You should notice in textmessages, it has the senders number in Country format (+44 for the UK), so it automatically does it for the country you are in, but does not know the country you are trying to contact.

yes if its not an irish number you are calling
if you are calling a UK number from the UK... but that phone happens to be in Ireland dial it as normal.

An alternative is +35... instead of 0035... As someone else said, it's a different country so you need the country code
