Under eye circles can be caused by a number of things. It could indicate that there is a lack of sleep, a build up of stress, reaction to medication, sun exposure, or dehydration/lack of nutrition. The best way to get rid of them is to target the problem. Rate which problem you think is the cause, i think you'll choose the sleep, try to sleep earlier or wake up later. But for quick fixes try:
make up...
* STEP 1: To hide dark under eye circles, select a cosmetic under-eye concealer that's one shade lighter than the foundation you're using.
* STEP 2: Understand that a pale yellowish concealer helps hide blue or grayish circles, while a light blue or mauvish concealer masks brownish under-the-eye bags.
* STEP 3: Begin with a freshly washed and exfoliated face. Dab concealer under your eyes gently, using a soft circular motion.
* STEP 4: Apply foundation up to the concealer and blend the two shades together gently, using a circular motion to cover dark under eye circles.
* STEP 5: Finish with a dusting of untinted face powder for a polished, seamless look.

I have had dark patches under my eyes since my early teens
It is mostly related in my case to allergic rhinitis (hayfever) and as far as I can tell the best thing for it is drinking plenty of water getting a regular amount of sleep (6 hrs is fine, if I get more that 8hrs that also seems to make it worse)
However I do know people that just genetically have dark circles and there is nothing that they can do about it.

She needs to get more sleep. Also, check her diet. Make sure she is eating enough vitamin-rich foods. One way to treat under-eye bags is with ice. The best way to deal with them, though, is to prevent them in the first place. She needs to be in bed by 10 and waking up no earlier than 6.

I am 26 and I have had dark circles for the past 5 years. Mine are due to allergies. Having fair skin does not help to hide them either. Does your niece have allergies? Drinking lots of water daily seems to help and trying to keep my allergies under control with anthihistamines.

She is too young for this, she needs more sleep. You can't remove them, you can only hide them with makeup. Products for under the eyes address the bagginess, but not discoloration. Be sure she is eating right too and taking vitamins.

Get more sleep! Sleep deprivation is very unhealthy and should be avoided at all costs.
Make her go to bed earlier or get up later.

I just heard this one the other day, you just take a slice of raw potato and put one on each eye for about 10 min.....You have to lay down to do it////LOL
Supposedly that is what pam anderson does to get rid of her bags!!! one idea anyway and not very $...hope it helps...

Bags are caused by toxins in the skin, lack of sleep can cause a build up of these toxins
