After te revolutionary war, the northwest was either own by France (parts of presetn day Canada) or by the native Indians.
And no, slavery was not illegal until the early 1800s in that area and that was decied on by the ppl who lived there, not Washington (New York actually, until the captial was moved south).

Someone above me mentioned Lincoln and he only came into play in the 1860s when the South broke from the Union. The Civil War wasn't about te slaves, it was to reconnect the 2 countries.

During the Revolutionary war, the northwest was unknown territory. Even it's ownership is debatable.

yep after Lincoln signed the emancipation proclamation it became illegal everywhere north as well as south.
