I think it is because women are socialized to be more observant and empathetic.
A woman in geners is much more willing to go to lenghs to please others than a man.
Thus it carries over into their interactions with thier subs.

From a man's perspective: The Freudian answer would be that men tend to yearn for loving female authority in their lives just like they subconsciously yearn for the days when life was less complicated and they were submissive to their mothers.
From a woman's perspective: men don't know what to do when women take control, so men just collapse and submit without much effort.

The dominance a man displays is usually diplayed in a physical manor which is wholly one facet and not very imaginative or creative, therefore it's only about physical control through violent dominance. The dominance a woman displays is usually an emotional dominance which tends to affect our moods much more and affects our psyche...

My opinion only:
If you look around the animal world (humans included) women (for the most part) are the meaner sex. We will kill for our young, to protect our young, in such species as lions and tigers, the female is the hunter.
So, to answer the question, more women have it in them to be mean and make someone submissive.
