Jogging in any weather is definitely healthy. The discomfort in your throat can be reduced somewhat by breathing in through your nose instead of your mouth. The longer air passageway inside your nose allows your body to warm up the air a bit before it hits your throat or lungs. But even if cold air gets into your lungs, it won't do any damage to you. While it might feel bad, you're still boosting your fitness by jogging in the cold.
