Call the Dept of Education in your State.

You will need to research this via your city, county and state regulators. I would start with the city and/or county clerk & then find out if there are any state certifications involved.

At the very least you will need a business license, but considering child care is involved, insurance, background checks and special licensing would not suprise me at all. Do you research!
