Typically.
I know on some versions of Limewire there is a "copyright free" column which is either yes or no, meaning that you legally download it. Of course these files are few and far between... A lot of the files you see on there are illegal to download.
Though, that doesn't stop a lot of people..

I don´t think those programs are ilegal. For example, limewire has been running for years, and how does an ilegal program runs for years, with all the people battling against that kind of programs??
I don´t think that you can associate freee downloading with the word ilegal, and nobody will be able to shut down free share programs either. Remenber when they tried to shut down Napster.... after that, a lot of similar free programs came out on the internet.
And also I don´t think that it is ilegal to download music and other programs for your own use, it would be different if you try to download programs and documents and try do obtain money from these kind of activity.

Yes, it is illegal and it could lead to arrest, though the chances are slimmer than the slimmest.

illegal? uh.... yes.... think about it. you're downloading software, movies, and games without paying for them. so yeah, it's illegal.
why do you think they're going through so many of them? because the authorities keep shutting them down because they're trying to stop piracy.
