A better question would be why Israel is singled out, when we give foreign aid to many countries.

But to answer you, I'd say that Israel is a democracy, an ally and a people under constant attack from savages. If we don't help them, who on Earth (literally) would we bother to help?

Maybe we should stop all foreign aid.

But again, that was not the question. You asked only about a specific (and not particularly large) portion of it.

I suppose one could ask why we gave $15 billion dollars for AIDS prevention and treatment in Africa, but I thought the reason was self-evident in that case as well as this one.

Because they are surrounded by enemies that believe (and have publicly stated) that Israel has no right to exist. Syria, Iran, Hamas in Lebanon and others. The nation of Israel has a right to exist and has proved to be a faithful friend of the US.

Because it was a country created by people of the rest of the world for people that no one wants in their own country.

Give Palestine back their land, give Jews Kansas and call it a day.
