Your ability to file an income tax return is not affected by the status of your driver's license. To apply for a return anticipation loan and/or other type of refund at the H&R Block office you will need either a valid type of government issued photo ID, or you will need some other type of identification. I suggest you call H&R Block and ask them what type of identification you will need if you are applying for a loan. The local office can probably tell you.
