Depending on the commercial, most are people that are either up and coming actors, or people that want to be actors. Some are models, and some are body parts models. By that I mean, some people have beautiful hands and get jobs in commercials that just show the hands in commercials like hand lotions. Some have great feet, and so on. Every now and then there'll be a TV program showing famous stars that were once in commercials before they were stars, like John Travolta, and many stars like that.

Same reason the women in commercials for anti-wrinkle creams are all 18. It sells the product because people watching tv are too stupid to figure out that's only an actor. If you were to see a commercial with an obese sweaty guy or gal chowing down fast food, would you want to rush out and buy some for yourself?

They sign and tell their information to a company, then they take classes to learn how to act, model, and etc. Their parents have to pay for their school.
