Well, him being ugly and gay looking is not an issue you can truly take to a higher level. However, if he is being offensive, perverted, or out of line with you, you will need to take that to someone else in authority. Do you have a Guidance Counselor to talk to first? They can really analyze the situation better before you present it to his superiors. They will know what to do and what are the steps you need to take.

If you really just don't like the guy and he really is doing nothing that can be reported, can you ask to switch out of his class?

If you are in elementary school, immediately tell your parents and have them deal with it. but very quickly

If you are a senior in high school, advise the principal immediately or a school councel but only if the teacher is perverted. If you just don't like him then transfer to a different class. do not implicate the teacher until you have thought the situation over very seriously and know what you are talking about and have evidence. discuss with your class mates and see if they have the same conclusions and then advise the appropriate school staff or parents

tell the adults in your life about the situation. these people should include: your parents, other teachers, school counselors, school administration. ask to have your issues aired and addressed. if you find that these people are giving you resistance, explore legal options. legal action might include everyone from the ACLU to your state attorney general.

Talk to another teacher or to the principal or counselor at your school. You'll need to be able to be more specific about what you mean when you say "he is very perverted"...
