i often sees her dog Jack, wit a harness around his chest when he in NYC walkin. what this for? is that pet abuse! or should i gets one for my small yorkie....

A harness puts a lot less pressure on the throat than a collar does. Excitable little dogs like Jack Russells tend to pull a lot when being walked and the use of a harness is much more gentle. Not only that, but it is harder for a dog to slip out of a harness while being walked, reducing the chance that it could run away or into traffic...

A leash is harsh on a small dog's neck, especially one with high energy. Even a larger dog should have a harness if constantly pulling on the leash-- my in-laws have a harness for their dog who has -- I swear!-- doggie ADHD. A harness is gentler and gives you more control over the direction you & your dog go.
