When I turn off the lights, the bulbs keep on flickering...What's wrong with those bulbs?

There's probably nothing wrong with the bulbs. It sounds more like something wrong with the wiring or the switch.

Most likely you are using fluorescent bulbs. When you turn the power off to those kinds of lightbulbs, the phosphor coating inside the bulb is still charged and will still emit light for a short period after.

Or, less likely, you have an electrical problem where electricity is still being sent to the socket even when the switch is off, in which case I'd get it checked by an electrician.

They are either getting ready to go out or they are run off a solenoid that is bad or going bad.

Repplace the switch. You have one that is not operating properly.
