There are several shops in the Los Angeles area. Most are either in the valley, or in San Bernardino County. Here are the two best one's for street, and off-road gear and bikes. For registration usually you need any form of ID with current address.

A lot of these answer's are very good, and if you have the money to go out and buy all the leather's that's great! I on the other hand can't afford the expensive leathers so what I recommend is this. A basic rule I ALWAYS follow on my bike is Jeans, never shorts, I burned a "K" into my leg from a Kawasaki, it was there for almost a year, don't wear sandals, I can't stand watching these guys on there crotch rockets wearing shorts and sandals, there just asking to lose toes. Eye protection, sunglasses, safety glasses are all cheap at local gas stations, or Lowes, and I prefer Helmets that don't cover my ears so I get a good sense of what's happening around me.

I agree with the www.newenough.com suggestion. They have great gear at a reasonable price. If shipping is an issue, therefore dad in LA, I'm not sure of your best solution. The UK has some great shops as well. Have you checked on-line for availability in shipping from US or UK?
Regarding leathers or textile:
Vanson and Dainese are an American tradition for Ducati, Aprilia, or Italian bike riders. They are both expensive, but have great protection, as well as look great. Most In-line 4 guys go with Icon, Joe Rocket, or other more " team race" recognized gear.
Joe Rocket is known to have a good product and a reasonable price for textile. Another good choice for textile is First Gear.

Helmets are pretty specific to the head. Arai, Shoei, and Suomy all offer great helmets. I used to wear Arai exclusively, but I've been converted to Suomy Spec 1R due to the weight. At only 2.9 pounds there is nothing out there that comes close to comfort and reduced neck fatigue. It is a little noisy, but so is the Arai Quantum/f. Hope this helps a bit.
