Masturbating is not that uncommon in a 16 yrs old. Be glad he was doing that and not out raping a young minor female. Besides, what you doing going in on your brother like that, respect his privacy. 2 things.
1. It was my understanding that she didn't own any panties when the pictures were taken.
2. Is this your computer, in your home? If not, then you need to mind your own business. If it is, then just ask your brother not to maturbate anywhere in the house besides his room, or bathroom. (basicly in private)
