Only if there is a suspicious envelope/package that they believe might be a security risk...If they get pieces of mail from Afghanistan, Iraq, North Korea, etc..., yes, I believe they would open it...and I believe that is just as well considering the freedom of America was compromised on Sept. 11, 2001...They don't open every piece of mail that comes through the post office...There is a little right to privacy law that they have to uphold...
