I think it's a natural thing to do, but I would say proper ettiquette would dictate otherwise.

All of the gyms that I have been to , do not allow you to go naked into the sauna. Large towels are provided. If it is a co-ed sauna it could be tempting to sneak a peak, it is in our nature, but not proper to stare. If it is a same sex sauna and you are peaking, that too is human nature, but you need to control the looking, it is just not a proper/decent thing to do.

I think natural human curiosity makes people want to look. But, it isn't proper ettiquette. Plus, it could cause someone to take a swing at you. Let's be honest, some folks are weird about stuff like that.

Although most people probably have to work hard to keep from looking, it's really not appropriate.
Remember that looking conveys interest in what you are looking at. Unless you are trying to convey interest, most people won't appreciate it. And depending on if you do want to show you are interested in them, most people will just be uncomfortable rather than flattered. Most of us would consider it rude, I think.

I think its natural to sneek a peek sometimes, out of curiosity. But it'll be weird if you keep staring, unless the other guy likes the attention, which is even more weird.

only if you're at a gay spa and people go their for cheap sex.
Try that at the gym and you'll get your block knocked off much sooner than you'll find someone cool with it.
