This varies widely from one man to the next. Some guys produce a lot of it, right from the start, and others produce very little, and they are just as normal and healthy.

for those who are impotent, of course they cannot achieve precum during sex. so not all men can achieve it.

and yes, it is normal to have precum during sex.
