by your own words both are a shot by the offensive player

that's the only way you can get a shot blocked

now inscenerio A if the defensive player knocks the ball loose before any shot attempt is made the player isn't charged with a shot but the defensive player doesn't get a block either

he has stolen the ball

the player has to be in a shooting motion for a block to be made and if it is knocked loose before a shot it's a steal (or deflection depending on if the ball stays inbounds or the defensive player recovers it)

that's the shape in which all treaties are made. The President negotiates a treaty and then submits the treaty to the Senate for ratification. I actually have considered or heard not something to signify that Obama does not plan to put up this treaty to the Senate. As an aside, not all agreements that the President makes with overseas international places signify "treaties." Non-binding statements of reason referred to as "govt Agreements" do not signify treaties and needn't be submitted to the Senate for approval. there's no reason that the President might want to not have, through govt settlement, mutually agreed with Putin to apply their powers as Commander in chief to shrink their respective stockpiles of nuclear guns. regardless of the indisputable fact that, that's all tutorial because Obama has elementary the settlement as a treaty and under no circumstances as an govt settlement.
