It's his Mexican tradition. He started wrestling in Mexico were 90% of the wrestlers wear masks. Then he went to WCW and kept his gimmick. He lost his mask in a match and wrestled without a mask for awhile for WCW. When he left for WWE he started to wear the mask again. If you check wikipedia you will see a picture of him without the mask.

A luche libre wrestler being forced to unmask is the biggest sign of disgrace there is.
That is why Vince wouldnt let psicosic or Juvi wear their masks, He is a egomaniac control freak and a racist.
