Responsibility and sex are not mutually contradictory, so no.
Sex is a powerful motivational drive, for people. Such a drive will allow us to make decisions which are often irresponsible. That said, it is us that make that decision. The situation is what makes the decision irresponsible or responsible. Using a condom is usually a responsible decision. Treating a partner with respect is a responsible decision. Being sexually responsible is what adults do. The immature are often irresponsible.

sex has been dragged through the mud of immorality so much here in the US until we have no right passing judgment on ourselves and no other living soul

No, sex can be irresponsible (unsafe, risking pregnancy, illegal sex - in public, for example)
therefore the opposite - responsible sex - must be possible
