Answer 2 is correct. In theory, How seems to be correct because you are asking someone HOW to do something, How to call this place by name; but, you are really asking for the name of a location. How is this place called would be answered by saying With words, that's how it is called. What is this place called would give you the name.

I would go with "What is this place called" it sounds better, when you say "how is this place called" it sounds foreign.
