Everytime I call them with a question, or go there, the people are always so ROTTEN. They are getting paid to do a job but they get so angry when you (politely) ask them to do it. I want to write a complaint to someone!

Its not to complain about that specific department, but you can make general comments about DC government.

Don't waste your time. Local DC government doesn't care about you or anyone or anything. At one time 1 of every 7 people living in DC worked for the local government. Since the city went bankrupt it's been a little reduced. Just be sure to pay your taxes, that's all they care about.
