The US post office did not deliver mail on Sunday December 31 (has Sundays off), Monday the 1st (New Years day holiday), and Tuesday the 2nd (Pres. Ford's funeral). Has that ever happened before?

I used to work for the post office and when my mom told me they were having Tuesday off for the presidents funeral, I did not believe her because I had never seen that happen before. I know that banks aren't allowed to have three days off in a row so I thought that applied to the post office also because of the importance of mail flow. But the mail was still being processed and accepted at drop boxes, the delivery and sales windows were the only things not operating for that three days.
