No Mr. Burns is not gay...but well admired by Smithers who is gay. Smithers attraction to Mr. Burns is not purely sexual since his boss is like 113 or something, but mostly rooted in Mr. Burn's achievement of money and power.

You can tell that Smithers is Gay by the was he infactuates and fusses over Burns plus in one episode we find out that he has the largest collection of Malibu Stacy Dolls in Springfield.
