I just started a music blog, but I don't know how to get readers. Help?

Start by adding meta-data to your page with high hit words... works, but not a class favorite. You can register your site, for a price, at pay per click sites, and this pushes your site up to the higher sections of lists in searches. Or, just pay the search engines to put your site in one of those annoying little advertising sections near the top of the first page of search results.
Could also join a Blog ring.

Submit your site to many relvant sites with your URL and topic. Take care that sites are realted to subject! You can find them via search on Yahoo!

Put your sight into search engines. I think you can put it in pretty much all of them at once, but I would at least go for Yahoo and Google first.
