You could fold the cash bills into origami-like figures, and pile them in a clear, blue vase. Then get an artificial flower and stick it on top.

Or, fill an elegant, empty whisky/wine bottle with the folded money, and screw/cap the top. She will have to break it in order to get the money!

Another idea: buy her a book about auto maintenance, and stick a check/cash inside. Wrap the book up in a carwash cloth (the kind used for carwashing) with a red bow!

My mantra has always been to wrap the money in something cheap but different and sometimes time consuming to open. Over the past 15 years I've "wrapped" my nephew's money in:

--Chromoly pipe used for airplane wingspars--clamped down the ends.
--Wrapped plastic (to keep the moisture out) then buried in a ball of plaster, another year is was encased in cement.
--Glued into a 2000 page book. Glued SOLID. It was a paper brick!
--Carefully unwrap a roll of Lifesavers and stuff the rolled bill through the holes, then reseal the wrapping.
--Stuffed into an old tube of toothpaste.
--Drill out a 4 x 4 piece of wood with several 1/4" holes. Saw 1/4" dowels shorter than the holes so you have room for the bill(s). Roll the bills up, stuff them in, plug and glue with the dowels. Make sure to drill and plug some decoys so she doesn't try to work just the one dowel.
--Took an old adding machine, I mean OLD. Took it apart and placed bills into the nooks and crannies. Superglued the screws when I put it all back together. That took some muscle to get apart!
--Crack a walnut so you have neat halves, empty the contents and stuff (yea, "stuff" is the word of the day) the bill in. Glue the halves back together. The kicker is to do this very cleanly so the nut looks like the other dozens of nuts in the bowl.
--Last year I took $100 worth of one dollar bills and stuffed each bill into 100 drinking straws.
--This year I clamped the money into tin cans, Russian doll style. They had to peel each can back to finally get the goods.

With small pieces of tape, starting taping the dollar bills and make it into something she can wear. My sister did this in a wedding for the dollar dance, she got 50 bucks in singles and made an apron out of them. She then put the apron on the groom and it did look pretty cute. It's very different instead of just handing the money in an envelope...you could even put the apron in a gift bag...hope I helped! :)

I go along the lines of the remote control car but mine is less expensive. Buy a "Barbie" car and put a doll in the drivers seat with a little note attached and the $$$ inside.

Put the money inside a plastic Easter egg and nestle it in a pretty basket filled with paper excelsior. Get one of those fork-like card holders from the florist and make a cute card that says "Something to add to your nest-egg."

Go buy her a cheap remote control car from Target and roll the money up and put inside the car.

I love Jo's answer! Other ideas might include dollar bill origami (link below), roll the bills into "roses" and attach stems to make a bouquet of money (or roll each bill around an actual rose), put dollars inside a bunch of balloons (so you have to pop them to get it out), or there's more ideas at the links I found below:

Get a big box and put the money inside then wrap it really nicely. It will be a complete surprise when she opens it.
