Select the "Tools->Internet Options" menu option from the Internet explorer menu. In the "Internet Options" dialog, select the "Security" tab. Click on the "Custom Level..." button and change the "ActiveX Controls and Plug-ins" options accordingly. But be careful, this would harm your computer.

IE has 4 separate zones for websites: trusted, intranet, internet, and restricted, with different security limitations. If it's a site you trust you can go to Tools > Internet Options > Security tab, click on Trusted and click Sites to add it to the trusted sites. Restricted sites are not considered safe, so you don't want them to run ActiveX controls. Pages not categorized elsewhere are classified as Internet Zone; the default security settings allow ActiveX controls only if they are digitally signed.

Tools > Internet Options > Security
Drag the security level indicator one level below
press apply. press ok

(after you are able to view the website and the activex control is installed, take the security level to its original position)
