That depends. Some staring is hard on the eyes, but there is nothing particularly unhealthy about staring at others' genitalia.

I think if a guy is courageous enough to wear skimpy briefs, then he should expect people to look at him.
I personally enjoy looking at men on the beach in their tight speedos.
