then properties of your dial up connection.
click, Configure button near in the modem combo box
Then uncheck Enable modem speakers

Either in your dial up settings, your Modem setting/s in control panel, or on some audio control panels, is a mute option for the dial up sound. You can literally switch it off.
However, I would recommend against it until it connects ( there should be a software setting that will switch the modem sound off after a connection has been made... thats good for diagnostics).
Also, if you feel so inclined, modems can be given more precise commands from the CMD line. Just search for " modem command line" and you should get the info. I forget off hand...

If the sound is coming from PC, Goto "Programs->Accessories->Entertainment->Volume Control" to mute the sound. If the sound is coming from the external modem, it depends on the hardware settings. Some may provide the mute option and others may not.

About the only way is to take the modem out and tape the peizo buzzer hole or holes shut! If you are payin anymore than 15 bucks for dialup in the first place, get rid of that crap and go with some cheap DSL!
