It varies by breed. The regular Suffolk type you see in a field isn't soft or fluffy to the touch at all. I suppose a well groomed show quality sheep might be considered soft or fluffy, but field sheep are anything but that- their wool is matted and tough- designed to insulate and protect them from the elements.

I have 4 breeds of sheep
2 are HAIR SHEEP - Barbado and Khatadin - they have fur much like a German Shephard dog - they shed every year and dont need to be shorn..
2 are WOOL SHEEP - Jacob and Dorset - they are your typical wool sheep both get shorn but are not fluffy to the touch like a Pomeranian dog for example - because the lanolin oil makes the hair somewhat stickyish... they are "puffy" but not "fluffy"

No, they are not fluffy. They stay out in the weather and the coat mats down. It is only after they are shorn and the wool processed that the wool gets fluffy. But then the sheep are naked.

where sheep are concerned they are called woolly ,some breeds have smooth coats.wool is sheared form woolly breeds at regular intervals,to get wool from which we get wonderful yarn & clothing.

the wool is greasy, presumably to keep the rain off, so they are woolly and greasy, I would not describe that as fluffy
