If you are in the UK you need to speak to ofsted, these will send you all the info you need to meet curriculum and care needs, the legal requirements are public liability insurance etc. These will also be explained in the information. The first thing you need to do is to find a suitable premises which you can get permssion to use as a building, you need to look out for where the parents will park and make sure you have sufficient play space outside for the children. You will not get approved by ofsted until you have everything done, which is very hard work, you can however ask them for assistance in setting up the nursery.
You will also need to have at least 50% of your staff qualified to look after children.
Good luck and hope this has helped

contact your local department of children services, they will have guidelines that you need to follow to be a state licensed daycare center they will also tell you where all the classes are that you will need to take and who to contact for the license.
