It is set up as a democratic republic. Elected officials (democracy) represent the population (republic).
It is not exactly the way it runs in real life but that was the intent.

Republic and Democracy pretty much mean the same thing
Wikipedia defines Republic as a form of government maintained by a state or country whose sovereignty is based on popular consent and whose governance is based on popular representation and control.
Maybe Oligarchy would be closer - a form of government where political power effectively rests with a small, elite segment of society (whether distinguished by wealth, family or military prowess).

This Country was formed as a Republic - and still is a Republic
The founders never intended it to be a Democracy
They had little faith in the ability of the public to govern it's self
And no faith in the voters to make wise choices
( and Frann - the local Government does not listen or respond - they simply hold those meetings to allow the public to vent and feel included - the original policy never changes )

Both....we are a democracy at the local, city, county level. There are town meetings ect where you may have direct imput. But, when it gets to the federal level it is a Republic.

a republic..... a real democracy would alienate the minorities,,,,, they would have no voice........
but actually i do not think we are a republic right now.......
i think the corporations and wealthy control the gov't.... for their own profits......
