first do these things:
check if there are magnets or you speakers around ur moniter. if there are then the gauss effect may be causing the fade. remove the speakers and press the deguass button on ur moniter.
if that does'nt work then it might be a graphic card problem as ur old moniter did not work too. test the moniter on a differrent computer. if it works then it is a graphic card or a cable problem.
or it might be a moniter problem itself, if does'nt work on the other comp. but that does not explain why ur old moniter did not function properly.

If it did it on your old monitor also, then assuming that it did it on the new one from day one, I would have the graphics card checked. If it does it after you have had it on for a while, you could have a heat sensitive chip on the card. Try this monitor on another computer and that will eliminate it for sure. Or get another monitor that you know is working and hook it to your computer and see if it does the same thing.

Check for anything magnetic nearby. Monitors are also affected if too close to a florescent light, or other electronic components. Try moving the monitor a couple feet and see if the problem is resolved.

It sounds most like a fault in the monitor itself but if it is across more than one monitor it could be the graphics card.
Take it to a repair shop to get a real diagnosis.

Sounds like a video chip problem on your PC. Most are integrated into the main board. try loosening the screws that hold the VGA connector to the computer, and when it does it push the connector at a alight angle, if that fixes it, then the prob is the pins not making a good connection,, if not,, the chip is bad,, so you'll need a new mother board,, these things are not economically repairable.

remove all metals and MAGNETS away from the screen
even if they are lying beside it they may be powerful enough to damage the colour on the screen.
aloso check the cable at the back.
sometimes thats twsited and cause cause colour to fade.

if your monitor is not old ? then you may want to check your connection cable to see if it is plugged right ......and not loose ,
otherwise i do not know ?
