cheapest and easiest way.
Get an eyeliner pencil and make sure it isn't too sharp with a hard tip, break off the tip so you get a rounded end.
Lightly draw a dotted line underneath the eyes - not a hard line, just lots of dots
Now take a cotton bud and gently smudge the dots together. Turn the cotton bud a lot and also use the other clean end, just pull the dots together, working from the inside corner of your eye to the outer corner so you don't pull the skin.
You now have a light smudgy line to start - if you want it heavier just add a few more dots and smudge again. It is better to work like this because you can end up with the effect you want rather than 'panda' eyes. The dots make it a lighter smudge rather than a heavy black line (looks frightful).

Use a slanted make up brush (they sell them at Mac) and invest in some black or dark brown eye shadow. put some eye shadow on the brush and then gently draw under your eye you can use the same brush to smudge under and above the eye. If you go to a Mac store they will show you for free.
I have sensitive eyes and if I draw with pensil and them smudge the skin will become red, using a brish is much kinder to your skin and it also means you have more control over how dark you want that area to be.
There are some shadows like Laura Mercier or Shu Uemura that allow you to use them wet and dry, so you could use dry for the base and wet to line around your eyes!

If I have ever had to do it for a party or anything I just draw it as usual and then get a cotton wool bud and gently smudge it where you want it to go. Depends on how dramatic you want the look, you could use a little touch of dark grey eyeshadow and put it on carefully.

I bought this eyeliner the other day. It is the roll on kind - not a pencil. And at one end its eyeliner and at the opposite it has a soft tip and it smudges your makeup when your done, its really neat. Invest in that.

I put the eye pencil flat and sort of "draw" along the lines, then use my finger. I find that the finger does teh best job, it really smudges nicely. Using a sponge or other tool makes it look hard and unnatural. Good luck.

try not to use eyeliner as it will end up off or running. try using a black eyeshadow it is more effective and can be maintained better with stronger or more smudged effect. Use the side of an eyeshadow stick or an ear bud. xxxx

normally on eye-liner then have that sponge thing on the end - that's what its for smudging the eye-liner it works fine. Also from clinque n posher places the sponge on the end has some compressed powder in it so when use it some powder (the same colour as eye-liner) gradually comes out giving are more ven look!!

I tend to use one of those foam applicator things that you normally use for putting on eyeshadow (I put on my eyeshadow with a brush!) - you can get them cheaply in packs of ten from Superdrug or Boots or somewhere like that.
One of my friends also smudges using her (clean) little finger, which looks quite cool. I can't do it though because my nails are too long and stab me in the eye!
