It depends on what you consider thinking. If you mean coming up with random things, just coming up with thoughts which are related to nothing, no. People are habitual, instinctual animals, just as much as any other animal on the planet. Sometimes more destructive and hateful. Just about anything bad, we have more of than animals. But that is beside the point. Humans only can think of things which are linked to something in some way which is linked to another and so on. I sometimes let my mind wander in this fashion, then try to retrace my thoughts to the origional thought. It's very amazing how far you can get with one idea, image, or thought.
Also, one thing about thought processes. I have asked many adults and teens alike about their thoughts. Many teens I have asked have stated that their thoughts come in images, feelings, and sensations. All adults I have asked related how they think in words. I believe these are both causes of people not "thinking" in others' eyes. There are many different perceptions of how something happened, is happening, or should happen. Once acted upon, a person may state that person wasn't "thinking." They definately were, but with a different perception than the spectator.

I would agree that people jump to conclusions before thinking something through. Also I think many people just automatically take others assessments without giving any thought to situations themselves. In that way I believe a lot of people take what they hear on the mass media as gospel instead of making their own mind up from the information given.

Your clarification of 'not enough' makes it true. Most people sleep-walk through life and barely give any thought to what they are doing. If you have ever seen 'Jay Walking' on the Tonight show, or 'Street Sense' then you'd see ample evidence that many people lack even a rudimentary knowledge of the world around them.

I think some people don't think before they act or blurt out things. So you are right they don't think enough. But in my case I tend to over think things. So there has to be a good balance.

I wouldn't agree with any statement that begins, "People don't...." (Unless maybe the statement was, "People don't have suction cups on the bottoms of their feet at birth."
