Depends on the specific agenda set. I'm ex-special forces and we have a creed "decisive, aggressive and ruthless!"
When it's life or death that's one thing. But I'm not about to get anal on everything in life because death comes much too quickly, and easily, to be too rigid. In fact, rigidity is often associated with death itself.
I find modern day Americans (if you sit back and watch them - say when they're driving or shopping) hardly belly laughing or grinning from ear to ear. Maybe they think they're accomplishing their goals. But why the sour puss look? Maybe the goals they are headed toward are someone else's dream instead of their own which explains the blank look often observed.
