when i plug my USB device and if i try to open it, the message comes that do you want to format it? what is the problem?

What is your USB device?
If its a thumbdrive, then it is probably not formatted in a way your computer can understand.

It is probably damaged. Thats why it isnt working. If you try to format it and it still doesnt work, then its definitely damaged. And you need to replace it.

what operating system r u using?
may be the drivers are not installed correctly or currupted.
better install windows xp with service pack2.
