If your talking about Passive resistance like what Gandhi did they tried that in the 60's. It worked for a while until COINTELPRO jailed most of the activists and the ones that they didn't kill or jail became politicians who are just part of the system they were fighting against.

We have a system where in you may gather like minds to vote and petition the government to change.As long as you do not disrupt the live of citizens who do not share your view and are of sufficient number you are listened to.
In the system the majority will wins out so at any time their are those who are dis satisfied.You have the same recourse though as a minority you can not expect others to bend to your will.You are of course free to try and persuade them peacefully.

I suppose that depends on how you define force. Violent force is the most common interpretation, but you can also exert economic force, diplomatic force, etc.
