4:22 to the nearest minute, 4:21 & 49 secs. to nearest sec.

Minute hand moves all the way round the clock in the time that the hour hand moves through 5 mins. on the clock.
So, if speed of minute hand is 60 units per hour then speed of hour hand is 5 units per hour.Since the minute hand is starting at 12 and the hour hand is starting at 4, the minute hand must travel 20 units further than the hour hand so for
Minute hand:- Dist. = d, Speed = 60
Hour hand:- Dist. =d-30, Speed = 5
To establish when the hands are together, the times must be the same.
Therefore,
d/60=(d-20)/5
5d=60d-1200
55d=1200
d=21.8181.......

Follow exactly the same procedure for the time after five o'clock - just change the distance for the hour hand to travel to (d-25) etc.

The angular speed of hour hand is 360 degree in 12 x 60 minutes.

= 360/ 720 = 0.5 degree/ minute.

The angular speed of minute hand is 360 degree
in 1 x60 minutes.

=360/ 60 = 6 degree / minute.

Relative speed is 6-0.5 = 5.5 degree per minute.

At 4O’ clock the angle between then is 120 degree.

Time taken to meet one another is 120/ 5.5 = 21. 81 minute = 21 minutes 49.1 second.

At 4 hour 21 minutes and 49.1 second the two will meet.
