No. If you truly believe something then that makes it true, at least as far as you are concerned. But perception is not usually reality. If your claim were true then all the people who think they can fly while on LSD wouldn't have anything to worry about. They could all jump off buildings and start flying around. Since I only see people flying around in the movies I don't see how your claim can be true.

the key in your question is the word effect: thoughts may effect life and matter but they dont control it. If you truly believe something, it may be it is going to happen anyway, it may be that your thoughts influence it and tip it to manifest if it was touch and go, or it might be that if something is just not destined to be, it won't be regardless of whether you believe it or not.

With humans, anything is possible. We have the power to do whatever we want, to a point. I don't believe that I can make a BMW appear in my driveway and drop the keys for it in my hand, but I believe that I can make this happen if I apply myself.

I dont think the brain (thoughts) has an ability to control anything beyong your body and your perception. It would have to be some force unknown to science that could change the environment just by you thinking of it.

Try bending a spoon. You have to concentrate really hard for a really long time...weeks, months even.
