Communication is key.
Perhaps if you try the female-superior position (a.k.a. Ride on top) then at least you can be in control. Or you can try the rear-entry (a.k.a. Doggie style), not anal, but this cuts off some availiable length (so to speak) and hits you just right. If you are a male and your talking anal, then I'd just say be careful with the initial insertion cause that's working with two muscles and delicate skin tissue.

Uhh...8 inches is most certainly enough if you're feeling pain from it. Also, your husband is being awfully disrespectful by going at it really hard if it hurts you. More than likely, it's not the fact that you're small, but that he's BIG that's causing the pain. But even if you are small, that's no excuse for him to just go at it at whatever speed he prefers; he should also be concerned with your pleasure and comfort, not just his own.
Anyway, try this. Before the two of you have sex, have between 30 minutes to an hour of 4 play. Begin with kissing and then making out, and then maybe have him undress you and caress your body. Have him perform oral sex on you or stimulate your clitoris shortly before the actual intercourse. All of these things will work towards lubing you up and getting your vagina aroused and ready for his penis during intercourse. Also, try different positions. There are some positions in which his penis will strike your cervix and hurt you, and some where it won't. Experiment with different ones. Try having you-on-top, as this will allow you to control the speed and depth of penetration. If you guys are using condoms, use some form of lube. Also, you might could try and buy a thinner brand of condom, because this will allow him to feel the inside of you more and maybe he won't feel the need to go quite so hard.
This last bit of advice is rather drastic, but it may help. If your husband is circumsized, consider a foreskin restoration. This will allow the head of his penis to become MUCH, MUCH more sensitive, and therefore he won't feel the need to go as hard when you're having sex.
