No one. In the early 90s, a company used to own it and regulate it. Since they sold it off, the internet is pretty much an open forum on probably hundreds of millions of servers across the globe. If you had a server, you'd have a stake in the internet as well.

We do, the US of A, we created it and we could shut it down. IANA is the body that does most regulations.
TCP = TOTALY and COMPLETLY PROPERTY of the USA
And it is true that is the interent a a collective of networks that create this monter network, but is is the US Government the one that created it and we have ownership of the number protocol needed to make it work. Specially TCP IP, not to mention all the rest.
