some you don't know and the person wanted to chat with you whilst you were chating with other person the he get access to you private picture and threat to publish it on the web is it allowed please advice

Well no it's not allowed, but he would do it anyway if he could. Ask him to see the picture so you know he's for real. It sounds like a scam.

It's a very sticky situation. The answer is yes and no. I can take a picture of somebody and post it on the internet and it's no problem I had every right to take a picture of you if it was in public or i did it from public/my property, no crime. Now if the picture is stolen and posted still iffy, if it is protraying a negative image of you then yes but since it's on the internet it is a federal offense if the web/chat server does nothing they you call the FBI! and honestly they have better things to do. If it's not reflecting a negative image you can't really do anything.

As a seasoned Internet user - since 95. I can say that anyone can do anything "ANYTHING" they want if they have the knowledge. Be careful!

no, if you did not give them the pics or permission. report them to the chat sever/provider.
