Am I right in thinking that the third umpire is no longer used in test cricket,he was watching the tv monitor,then decided in or out?

The third umpire is still used in instances where the on field umpire are in doubt in respect of close run out or stumping chances. In one or two cases the third umpire has also been used for bat and bad catches. This is exceptionally rare. Following the fourth test between Australia and England in which number of plumb LBW decisions went against the bowler there are now calls to extend the role of the third umpire allowing the fielding side to perhaps have three chances of refrring a close LBW decision to the third umpire.
In summary the third umpire is still used sparringly bt rhre are growing calls to extend his role.

Not only is the third umpire alive and well, there is also a fourth umpire who is the reserve and brings the spare balls on to the pitch if there's a problem with the existing one.
Using the third umpire for line calls has made the onfield umpires too lazy/scared to make their own decisions, you will often see umpires 'going upstairs' for run outs where the batsman is in (or out) by feet rather than back their own judgment, as if an umpire got one wrong without asking for the TV replay he would be crucified. Giving TV more power for LBW would have the same effect, only more so, as there are many more LBW appeals than line calls, and if that happens, why have the onfield umpires at all? Already the square-leg umpire is nothing better than a clothes-hanger!

Third Umpire is still in existence. Whenever the field Umpire is in doubt, he refers the matter to 3rd umpire and he gives the decision after watching the replay.

When the on field umpires feel that the decision for a run out/stumping/etc is too close to call they will call for the thrid umpire to make their decision based on video footage.

I rekon it would be better watching if, when the decision was reffered to the 3rd umpire, the decision was not out, he would run out onto the field and told the field umpire. If it was out, he would do the same thing, except naked!!
